The Western States Water Council newsletter Sept. 19, 2008 issue (attached) has a summary of the Senate Environment and Public Works Committee report and changes to the Twenty-First Century Water Commission Act, S. 2728 on the second page that I thought may be of interest in the ongoing water resources policy discussion. Also of interest in the report is language the Committee removed including the word "primary" in front of state's roles, and the recommendations that "suggests strategies that avoid increased mandates on State and local governments" and "eliminates duplication and conflict among Federal government programs".
I had earlier posted about the 21st Century Water Commission, the brainchild of Rep. John Linder (R-GA) and Sen. Johnny Isakson (R-GA).
The changes in language to the Senate bill are quite interesting. Hmmm...betcha the states will love the deletion of the word primary.
