From G. Tracy Meehan III, via friend and colleague Dick Engberg, comes this new publication from the Water Research Foundation, Developing a Roadmap and Vision for Source Water Protection for U.S. Drinking Water Utilities.
Here is a brief project description:
Will convene a workshop to identify critical elements of a unified source water protection
(SWP) strategy and to identify the next steps in engaging appropriate stakeholders. Will address the questions considered in the workshop and develop a unified strategy for consistent, cost-effective, and sustainable source water protection programs that includes a component for active and effective implementation.

May have some useful pointers for those of us trying to develop water visions and strategies.
Enjoy!
I know how President Bush feels:
"Oh, the vision thing." - President George H.W. Bush, response to a suggestion that he look at the big picture.

The following passage in the Report: Developing a Vision and Roadmap for Source Water Protection ... “By the public and the drinking water community, of successful source water protection efforts made by water utilities” ... summed up for me this assessment and the manner in which it was promulgated was, like most all water meetings, principally for the benefit of government regulators and corporate industry ... as I do not find even one passage in this report noting an authentic outreach to include the “public” or offer the “public” voice in its development ...
Perhaps the day will come when “we” will admit “we” do not want the public involved in any decision or policy formation respecting WATER.
