Russell Seitz, the 'tiny bubbles' physicist (apologies to Don Ho) who graced these pages just a few weeks ago, recently sent me this Power Point that deals with the problem of water that is too warm to cool power plants or other similar installations. And did I mention suppress evaporation?

He broaches the ecosystem issues, but more work will need to be done to assess the effects of the 'tiny bubbles' on ecosystems.
I hope Seitz can get a pilot project funded so we can see if this works the way he says it will.
