TGIF! Weekly Water News Summary, 3 - 9 March 2012

I will be heading to Marseiile tomorrow for the week-long Sixth World Water Forum. I'll 'officially' be representing AWRA and will be part of a delegation of seven: staffers Ken Reid (Executive Vice President) and Dick Engberg (Technical Director) and volunteers Carol Collier, Ari Michelsen, Gerry Galloway, Jerry Sehlke, and yours truly. The latter four are all former Presidents and Carol is President-Elect.

I'll be blogging and Tweeting next week (as much as I can) to let you know what's happening (or not, as the case may be). I'm looking forward to seeing friends and colleagues and meeting new ones.

1) United Nations Scientists Warn of Increased Groundwater Demands Due to Climate Change

Climate change has been studied extensively, but a new body of research guided by a San Francisco State University hydrologist looks beneath the surface of the phenomenon and finds that climate change will put particular strain on one of our most important natural resources: groundwater.

SF State Assistant Professor of Geosciences Jason Gurdak says that as precipitation becomes less frequent due to climate change, lake and reservoir levels will drop and people will increasingly turn to groundwater for agricultural, industrial, and drinking water needs. The resource accounts for nearly half of all drinking water worldwide, but recharges at a much slower rate than aboveground water sources and in many cases is nonrenewable.

"It is clear that groundwater will play a critical role in society's adaption to climate change," says Gurdak, who co-led a United Nations-sponsored group of scientists who are now urging policymakers to increase regulations and conservation measures on nonrenewable groundwater.

The scientists recently released a book of their research, titled Climate Change Effects on Groundwater Resources, that is the result of a global groundwater initiative by the United Nations Educational, Scientific, and Cultural Organization (UNESCO). They will soon make their case to international policymakers at the March 12-17 World Water Forum in Marseille, France.

The high-profile forum will allow the scientists for the first time to put the comprehensive groundwater findings before decision makers who have the power to enact regulatory changes. Gurdak will recommend closely monitoring or limiting groundwater pumping as well as renewing cooperation from communities to consume less water.

"In many ways, California is leading the way in developing solutions," he says. "Artificial recharge, managed storage and recovery projects, and low impact development around the state will become more important for many local water systems to bank excess water in aquifers."

With regard to that final paragraph - about California "leading the way in developing solutions": the state still doesn't provide any oversight/management of groundwater on a statewide basis. Nor does the state actually know how much groundwater it has because there is no statewide monitoring of groundwater levels. Local governance is great, but because of the nature of groundwater, some oversight is needed.

But I am glad to see this presented at the 6WWF. Looks like groundwater will be well-represented, something that began at 5WWF in Istanbul.

2) Future of Industry Discussed at NGWA Emerging Issues in Groundwater Conference

Representatives from all segments of the groundwater industry convened at the NGWA Emerging Issues in Groundwater Conference, February 27-28, in San Antonio, Texas.

These are areas that speakers and panelists identified during the event:

• Nanotechnology is in its infancy—while currently used in remediation activities, its longer term potential may lie in a biology/groundwater relationship.
• Energy extraction activities may not end in the shale plays. Technology will support these efforts and environmental regulations will increase/follow.
• Stormwater is currently looked upon as a nuisance but could have potential as a resource in the future.
• Legal, environmental, and regulatory communities are wrestling with the perceived liabilities created by the presence of pharmaceuticals/pcp’s in groundwater and the impacts of hydraulic fracturing activities.
• Water managers and regulatory officials are hesitant to employ non-traditional or new approaches to address their problems although there has historically been dialogue between water managers and regulators. Trying to get them to try something new or think out of the box is a struggle.
• Political systems do not necessarily look upon surface water and groundwater as one—this complicates other activities.
• Property owners may "own" the water but are still subject to regulation.
• Stakeholder buy-in is critical in any water project/water plan implementation.
• Influence of the federal government
  
  • It is trying to impose its guidelines in areas that may not fit the federal model—these areas may already be meeting sustainability guidelines.

Looks like it was a great conference in a great locale. Maybe I can make it next time.

Sixth World Water Forum: Plus Ça Change, Plus C'est La Même Chose?

The more things change, the more they remain the same?

The Sixth World Water Forum is about upon us! Yes, 30,000 (+ or - 15,000 or so) are about to converge upon Marseille (assuming they could find a hotel room to spend next week tackling the world's water problems and hanging out at the waterfront.

I'm a minor cog in the whole affair - chairing one session and co-chairing another - yet my mailbox is being flooded with last-minute 'important items', like a 63-page guide for session moderators.

I've also gotten a few emails that were certainly not authorized by the 6WWF Secretariat but had used information that had been pirated from the WWW site containing my personal information. I did get some valuable information, such as these announcements/invitations from the Brazilians and Americans:

The theme for this meeting is Time for Solutions. An individual or group can post a solution to a water resources problem and see if it gets selected for presentation/praise. I tink over 1000 have been posted.

I posted one but it was not selected so I am crestfallen.

The solutions approach is very good but the problem I see is that it could discourage discussing or downplay learning from failures. People naturally want to talk about successful approaches, and groupos don't want to send their people to talk about failures.

I mentioned this in a post to about 30 people last night, and someone was taken with my comments about the necessity to talk about, and learn from, failure. He wanted to use that in one of his sessions. I sent him a previous post  and a link to David Damberger's video. Be my guest! 

The last thing I will mention is the most important - the need for the World Water Council, the overarching organization behind these triennial meetings, to commit to performing outcomes assessment (OA). Lacking OA, these meetings run the risk of simply becoming huge networking events - not that such events have no purpose - instead of a series of meetings that build upon previous ones and show real progress in addressing the world's water issues and challenges.

Without concerted OA, it's just more of the SOS.

Cathy Ryan, Alan MacDonald and I are convening a session on hydrogeology and WatSan at the upsoming IAH Congress (meeting) in Niagara Falls, Canada, 16-21 September 2012. Here is a description of our session from the meeting WWW site:

4b-1 Groundwater and Development: Towards the Effective Integration of Hydrogeology in 'Water and Sanitation' Projects

Water supply and sanitation (WATSAN) projects in emerging countries often receive large investments from donor countries without good hydrogeological expertise. However, hydrogeologists can have much to offer - both in the planning and implementation phases of projects. This session explores the role that hydrogeology and hydrogeologists can play in making WATSAN projects more successful, sustainable and cost effective. We welcome case studies showing the value of hydrogeology to WATSAN projects, examples of where a lack of hydrogeological knowledge led to poor project execution, and papers that look forward to the role that hydrogeologist could play in the future. The overall goal of the session is strategize on how to effectively link hydrogeology to WATSAN projects.
