I am skeptical as ITT corporate legacy is always tied exclusively to profit$ ...... Our infrastructure needs to be addressed ... might be a great place for WPA ... CCC type programs for our nation ....

Not sure about the methodology or numbers but it's smart marketing for the kind of big infrastructure that we should be doing, which is repairing leaking urban mains and rethinking storm drain systems. I kind of love it, though guiltily because it's pure salesmanship.
