Abstract
Groundwater is not only out of sight, but for many, also out of mind. This lack of physical visibility contributes to invisibility in many discussions of water policy, governance, and management. Groundwater still remains an outlier in the integrated water resources management paradigm. As a resource that constitutes the greatest reservoir of unfrozen freshwater on Earth, the lack of integration is not only unfortunate but also dangerous.

To elevate groundwater’s visibility in water resources discussions and promote its integration, AWRA partnered with the National Ground Water Association (NGWA) to establish the Groundwater Visibility Initiative (GVI). Debuted at a workshop in Denver, Colorado, on 28 April 2016, the GVI examined the challenges and successes of: 1) the conjunctive use of groundwater and surface water as a single resource; 2) groundwater as part of integrated water resources management; and 3) effective consideration of groundwater in watershed management and planning.
Twenty-two thought/practice leaders shared case studies on: surface water – groundwater conjunctive management; governance; obstacles, successes and failures; policy issues; and quality and quantity integration and management. The attendees then, working in a facilitated session, extrapolated lessons learned and defined the next steps for the GVI. During this interactive session, participants learned more about the initiative and offered their own insights and suggestions.
A white paper summarizing session results and charting a path forward will be made available to Congressional staffers and other policy influencers.
